I guarantee it happens in every industry. Everyone who has job hunted in the past decade+ has a story of being over qualified but constantly rejected
The problem is the law, not the corporation. If your competition is paying 30% of what you're paying for labor, eventually they will outcompete you and you will go out of business. It's a race to the bottom the second someone starts doing it.
Which is why they started pushing AI.
Anything to reduce wages.
Sueing is a good start but if one CEO gets perp walked just once it changes the decision matrix. Doesn't even need to be convicted.
Make it the CEO of Google, and then do Oracle, then Amazon, and watch the H-1B scam get a lot more discrete.

Ban immigration. Ban foreign workers. Charge an outsourcing tax on companies that outsource jobs outside of the USA. Put tariffs on everything.

Your country has over 300 millions people.
There is no reason for you to accept foreigners to fill any job.
