Companies fear a competent man. I've worked at theme parks where almost everything was run by a handful of techs. If food became automated, those places would only need that handful, and everyone else would become contract workers at best.
So, schools don't teach you to be competent out of fear.

There's a wonderful movie called Japan's Longest Day about the day the Empire declared the war over. It has the suicide I just mentioned. It is based on everything that happened during that day, down to that speeches given. It was made by, for, and about Japanese culture.
Also, historians have gone through the records and found that the Japanese did not have the resources to keep the empire working. The constant expansion was expensive, and the ability to keep it even harder. There's a picture of Japanese next to the Japanese military in China. At first it looks like a sign of power, but then you see the faces and realize the only thing stopping the absolute destruction of the Japanese colony is the military.
Basically they made a lot of bravado, but didn't have the ability to keep the empire for long.

Imperial Japan bad a mid-level officer problem. The best way to get a promotion was to win a big battle, but those above them didn't want to invade more islands or nations. So the officers invaded anyway, and the entire country had to act like it worked, even though they didn't have the resources to keep it up.
Those same officers tried to take over japan before the emperor could declare defeat. The general of the army committed suicide during this time. His suicide not simply said, "I am sorry for the darkness"
Japan wanted to be big, but the officers were to ambitious, which led to problems the entire time it was an empire. I suspect Japan is trying to build another military incase the US leaves suddenly. They are buying time until they can defend themselves properly. The problem is, the insanity of the war machine in Japan actually scares Japanese today. They may not be as bad as Germany, but they don't want to become the darkness again.

This was a straight up fear tactic. Montana, Idaho and eastern Washington stopped the George Floyd riots by having volunteers show up armed and ready. You can't control a well armed militia, so they have to take away the arms on the flimsiest excuse possible.

They probably put the money into a tax rebate general fund which goes to random things. Then the fund itself put it into festivals including this one. It's a common way to get money for festivals, conventions, and movies. There is a board that decides what happens next.

We have so many ethnic holidays that lost their meaning. St Patrick's day is literally to celebrate Irish heritage. The same with Valentines For Italians. Cinco de Mayo is a holiday to celebrate Mexican culture and get drunk. There is a slight excuse, and tons of traditions have changed, but that was their original reasons for US celebration.
