Those are just regular cameras, these ones read your plates and charge you if your car doesn't conform to ultra low emissions, aka about 99% of them.
Or in other words, it's just a environmental tax.
It's a tax on poor people who can't afford an electric car or who don't have space for charging since most residential parking in London is on the road.
