To be fair, isn't this a common superhero critique as well? I remember the episode of classic Powerpuff Girls where Townsville was so dependant on the girls for everything that they were incapable of doing basic tasks.
My kids like the show. I cut it off after a certain season because of the messaging. All bad people are white. All good people are black (funnily enough they are all incompetent).
We really need some innovation in vtuber models, they're all the same jpg wiggling in the corner looking like they were made in a mobile game character creator. Especially in a driving game you should be showing the back of the characters head to make it look like they're driving. Or have a reverse shot of her in a car seat that triggers when she talks.

Also I don't think the Paw Patrol belongs to the government, considering the mayor also has to request their help but can't enforce them to. You could argue the show teach that a 10 years old boy with a few dogs is more useful and capable than an entire city ruled by a female mayor, so 1-1?
Watched it with my kiddos, if it’s propaganda, its awful propaganda. The mayor is so inept that she can’t do anything but make a statue for her pet chicken. She is also a part of a dynasty of mayors that suspiciously look like the antagonist (her family is all black/Indian though so stolen identity.) The dogs come to save the day from the incompetence of everyone, akin to real life and people who need rescuing. Even then, they sometimes make it worst and it takes another dog to save them. Not sure of the modern versions, but the early ones were more comic book shenanigans than modern propaganda.
Is it a movie or TV show? Then it is propaganda. It's that simple.
