A simple mesh of conducting wire buried near the surface layer will form a pseudo Faraday cage, and if you include a path to ground in the extremities, it would be more than enough to ground out any EMP producesble at the civilian Walmart/Home Depot level of output.

The tech bros trying to sell authoritarianism under the guise of humanitarianism is always funny. Every single time it’s pretending we can suddenly become a high trust society if we just all put in the neurochip and have a robotic nanny, thereby nullifying our freedom and “bad thoughts” all in one fell swoop. PK Dick had several stories with "Creditor Blimps". They were floating robots who followed you everywhere and told people you were a deadbeat who wasn't paying his bills. Super annoying = super effective.
If you damaged or destroyed them, the cost was added to your debt.

I like TallestSkil's idea about an exoskeleton too. Uncomfortable, very hard to remove, impossible to cover up completely.

We could already achieve the same thing with mandatory body cams 24/7 and surveillance, for 1/10th the price, and that would be less invasive than a robot physically stopping you from doing crime.

Stop them how? Taser fingers? Sticky nets? Someone just has to get away from them once and murder someone for the whole scheme to fall apart.

I'd rather have it so that instead of an expensive prison we just pace out a hundred square miles of desert and drop them in. Anyone that attempts to cross the border of the box gets turned into a fine red mist by auto-turrets.
