No it's a GOOD move linguistically.
Let's be completely honest, politicians and the bootlicking media have used the 'defence' part to implicitly suggest ANY military action they support is NECESSARY for the safety of the nation to normies.
Changing it to war is just enough to stop them doing that easily so they at least have to work to shill for the deep state, which these lazy pricks HATE doing.
The US military hasn't fought a truly defensive war since pearl harbor. Everything else has been justified with geopolitics and dubious intelligence warnings about threats/WMDs
Department of war is just objectively more accurate.
Despite the fact that the US hasn't actually declared war since 1942. Everything since then has been 'peacekeeping' or 'intervening'.

Rand Paul is very bearish on war, given that stance I think "department of defense" would become more honest by itself if his position where to come into power, so I don't think he's egregiously wrong.
