So basically: move the people in Gaza elsewhere (hint: Arabs don't want them so they'll be coming to Europe and the US) so that Israel can take the land.

I think he's just trying to change the narrative so America is known as wanting to make the place better. For Arab nations to cooperate with whatever the real plan is they need to believe that Trump wants to help them.
Like before this our position was basically "can't we all just get along?" like they should have two-state and share the land and Palestinians should just accept living in squalor and quit making trouble. After this our position is make it a nice place to live so Palestinians have more to lose than gain by violence.
