Ah so he wants to basically turn Gaza into a property investment.
That'll be difficult thanks to all the damn tunnels dug out by Hamas, need to dig down to build proper foundations so take at least a decade to do it all.
My 2016 self would believe this was a brilliant 5d chess move, getting peace in the region by moving in all the wealthy Arabs who would want to preserve the region (like KSA, Kuwait, Dubai etc)

Turn the tunnels into a metro system or sewer. Connect it to Israel and it becomes dual use for Orthodox Jews.
