Funny how the Hong Kong protests were in full swing right around the time the pandemic happened. Not to mention the virus has been proven to have originated in Wuhan labs. It was an elite power grab at a scale we have never seen before. Was there a single country that didn’t give their elites more power throughout the pandemic?
If this is a government contract you should be able to get official sources straight from the budget, not a 144p screenshot on twitter. Not saying it's not true (wouldn't take that bet on any conspiracy these days), but "canada engineered the pandemic" is an extraordinary claim requiring extraordinary evidence.
Also, I don't know anything about ArriveCan, but it appears to be a customs app, not specifically related to covid.

A couple of countering comments suggest this app would have originally haven been for digitalizing international travel documents. Supposedly, the app development would have been 'adjusted' as vexing became a "security" issue.
