It is not a national law, all somebody has to do is to apply for citizenship in a different German state and the requirement won´t exist.
Why are German states able to make rules affecting national citizenship requirements? That doesn't make sense logistically.

I'll always recognize Israel as a state, seeing how they've successfully leveraged foreign connections to conquer the land. That doesn't mean I have to support their gibs or give them weapons to continue their crusade.
