It is not a national law, all somebody has to do is to apply for citizenship in a different German state and the requirement won´t exist.
Why are German states able to make rules affecting national citizenship requirements? That doesn't make sense logistically.
It doesn't make sense from the perspective of US Federalism. It could make plenty of sense in a German system.
Are Germans German citizens or German state citizens? Do they have internal passports then?
I honestly don't know.
