Canada is notoriously bad at having onerous laws that we don't bother to enforce, or enforce selectively.
Literally everyone here knows that the actual speed limit is 20km/h over what's on the sign; no cop will bother to pull you over for less (unless they have some other reason, like they don't like you or they need to fill their ticket quota). This is a microcosm of our entire "justice" system.

There's a legal principal in Canada I've recently been learning about called "Fuck Around and Find Out" (sorry for the vulgarity, I'm not 100% on the Latin).
Basically: the cops are worthless shitheels who get paid to drive drug dealers and wife beaters between court and rehab (but never prison), and so they will not be able to help you "find out" how to legally deal with these criminals. You can either try to ignore them, or you can "fuck around".
Once you're done "fucking around", you then call the cops and only at that point will they be able to advise you on how you should have handled the situation.
Always be sure to take the most extreme action on the table as to not waste their time; the revolving door on the prison system doesn't turn itself.
