They are arresting him for shit from 2016. They would not have waited for 7 years if they really wanted political persecution. They purposely waited until the Republican primary season started to heat up to time this arrest. There is no other explanation for why they waited.
I would've gone more on the angle of 'We need a MASSIVE distraction because every financial institution is about to be fucked... I know! Let's arrest Trump!'

There aren't major policy differences between Trump and the rest of the Republicans so it's not that. It would have to be the things he says then. My best guess is that they don't like his pandering to nativism and economic protectionism. They also just might not trust his hands on the wheel because they think he is too much of a loose cannon or something like that.
