I went to school in a highly black area for one year when I was little, I think 3rd grade. They were every bit as bad back then in the 1980s as they are now. The kids were super racist against whites, constantly spouting off victim bullshit their parents fed them, getting into fights constantly, and generally behaving in a degenerate way.
I think one time a bunch of black kids invited me to this fake court thing, where all the kids were in roles like the judge, jury, lawyers, etc, right? Guess what role they wanted me to play? CRIMINAL DEFENDANT. And my crime? Being a KKK leader. These are 3rd graders and this is the bullshit they were being fed.
1983? 2023? same shit. Nothing has changed in the black community in generations. The Democrats fixed the cultural rot in them in the 1960s and they've stagnated ever since.
It was at one point in time, half a century ago. But when a part of you is rotting, you're supposed to treat it, not egg it on. Now it's so rotted and infectious that it contaminates other nations' cultures too.
Doing social destruction tests on your own citizens really should carry some harsher noteriety or lashback than it did. "Lets give addictive hard drugs that encourage violence to these youths, and see what happens, keeping in mind our goal is research into destabilizing communities!" should never be done on your own people. Any people, really, but your own most of all.

There was no "social destruction test" that caused that. They behave that way naturally, and only don't if they have a proverbial boot on their neck.

I'd also put No Child Left Behind policies from Bush as a big cause as well for deteriorating even successful schools from places of attempting to learn to "study for the test, only the test matters, be a good little slave and don't think outside the test."
Nah, I was in school when that policy took effect and its effects were noticeable even though I barely knew the greater politics behind it. In fact, I recall very specifically my history teacher having to stop the interesting lesson plans she was using (which helped me remember most of that stuff to this day) to instead use government approved standardized lessons and tests which immediately lost all of our attention.
It was designed to help shitty students from ghetto schools, which it did nothing for, but the only real difference was dragging down schools which were doing fine to those ghetto levels.
That's the biggest part of what's causing it. In my district if you have a certain threshold of melanin in your skin you can get away with anything you want basically.
The school district I grew up in became diverse in exactly the way that that one Mayor of Atlanta (black) described. When I went there it was a new suburb. Full of white American internal migrants.
Once a good thing was going, the Chinese started to move in. And they kind of establish their own bubble. Property values got very high and pushed out most middle class whites. My mom had to basically live in a condo to live in the school district. At the same time she was dealing with the invasion. Multigenerational Indian families came to occupy the large, expensive houses.
This is all, like, still relatively the upswing, at least in terms of money. Eventually the older and smaller stock became less desirable, and blacks and Hispanics moved in from the city. My mom had her phone stolen at school by niglets. The school district now had to deal with real problems, like deadbeat parents and real violence, instead of just arguments over dance themes and little fistfights.
