If gas stations didn't hire junkies, there would be no overnight workers left. Because only they are stupid and uncaring about their own life enough to do such work.
And if its a bad neighborhood, or a black one in general, then they are the only day shift you got too.
You know, I don't normally condone robbing and shoplifting, but I think situations like this call for it. Partially as compensation for the inconvenience of having to deal with (potentially dangerous) fuck-ups like this, and to give the manager every reason to toss his ass into the nearest trashcan.
Just like a good, considerate, RPG protagonist, leaving money on the counter to pay for the items when the storeowner isn't there. Okay, Xenogears is the only game I know that actually did that, but still...
Fair enough, I guess, though I wouldn't trust loose change around this guy, even if he's sober. He probably raids the cash register regularly, and if he doesn't yet, he will soon.

If the quality of applicants in the area are this bad then just go screw it, find as many ways to automate it so you don't need to hire people in the first place.
Well, things are going that way as it is. But it still leaves us with the question of what to do with all the excess humans that increasing automation has caused, and that the population explosion is just going to keep creating more of ...
Space exploration, we need to ensure we spread out amongst the stars as humanity is no longer confined to a single planet
But to do that we need to make sure the rockets/ships are safe, reliable and idiot proof so we use guys like this as.....'early adopters/ beta testers' to work out the kinks. Once we get it fully down then we send the guys that can actually build shit.
At this point I'm not sure it wouldn't make more sense to have a kiosk with no physical access to merchandise and a robot arm that brings you your stuff when you pay. I'm sure with widespread adoption it could be brought down to 5 figures per kiosk and that would pay for itself in a few years. I'm not sure how a society functions like that though.
Wonder when they'll finally hit upon the concept of rounding them up like they do wild horses (who mind their own business, generally) and put 'em all in a rehab + work training camp where they belong.
