I just checked the twitter thread, and now I'm sure that it was Filipe Martins who wrote it. He's actually commenting in it (with his own account) posting Lou Ferrigno gifs. For those of you who have never heard about the guy, he's an attache to the president (assistant to international affairs). He's an extremely intelligent individual, and pretty much the only based guy in the president's inner circle. Supposedly he was mentored by Steve Bannon prior to the 2018 elections. He's the only guy close to Bolsonaro who's got that kind of wit and sense of humor.
