The most politically convenient time for Trump to return is after he wins the GOP primary. Before that, he may serve as a lightning rod and diversion from the failures of the present administration.
The blue check meltdown and panic-mongering headlines have already started just as a result of this announcement. It'll be old news by the time Trump starts tweeting.

It's fitting that this news comes out on a day when a Democrat literally says, "this is a call to arms" and doesn't get banned.

Honestly, this feels like a very effective way of undermining Trumps efforts at building external infrastructure, while also allowing him to stay on a platform that can act as controlled opposition.
If Trump was smart he would continue to use his own infrastructure for posts and maintain his twitter account only as a mirror, to advertise Truth.
If Musk is serious about opening up the platform, he will make that easy to do in the twitter API. You could have all kinds of competing or complementary social networks, with twitter as a linking/discovery protocol between them.
That is a good idea.
The U.S. government is likely to try to stop him from doing that.

Be that as it may, the people I've talked to who were involved in his administration told me that pretty much all the stupid BS and obstructionism came through Kushner's office.
