I don't know how many black people his district even has, but he represents a lot of poor White people, so that's who he should care about the most.
the subverted education system has been drumming into white people's heads for 60 years that being perceived as "racist (against blacks specifically)" is the absolutely worst thing a white person can do
so every white person is supposed to cower and sputter at the mere hint of an accusation of racism, and society is supposed to ostracize the accused
it is very difficult conditioning to break and almost no white person with a public presence who doesn't already have fuck you money can meaningfully fight back

Joe Manchin did not triple the homicide rate in black communities with his politicking.
Joe Manchin did not demand that bail be removed for violent offenders so they could immediately be released back into black communities.

Capitalization of White occurs only in negative contexts. The goal is to deny the existence of white identity outside of the narrow window of Nazism. Subsequently, anyone who asserts a white identity is a de facto Nazi.
I mean, the Washington Post and some others just write "White" nowadays as they do with "Black". It used to be this B-only selective capitalization, even in like "brown and Black" too actually.
