Technically speaking, yes. Anyone who said there was "no fraud" is wrong, because there were instances of fraud that were caught and those fraudsters were arrested/fined. While it's misleading, MSM reports can be summarized as there was not enough fraud to alter the results of the election.

People are considered dumb and in need of government control in their day to day lives, if you can't trust people to make decisions about their own lives then why would you trust them with election. Or how there were 2 big lies about Trump that were promulgated at the time despite being proven false by the people involved.
