It's weird ONLY based on who makes it:
Lucas clearly did it that Jango wanted a Son who he could teach his craft to as a father.

Though it might've ALSO been beyond wanting to be a father, Jango KNEW of the control chips so also knew having his son start as a child avoided that risk.
