If he only said that Bolshevism was an artistic movement in Weimar Germany I might give him the benefit of the doubt and suggest he was thinking of the Bauhaus art movement, but in context it's obviously malicious feigned ignorance, because it's obvious people aren't talking about Cultural Bauhaus.
I don't think it's feigned ignorance. Destiny is an actual idiot. The only thing he is good at is very quickly reading Wikipedia articles aloud. That's it. I don't think he has an original thought in his head besides how to best satisfy his gooning addiction.
