The problem with delivering quality drugs is that the drug users have no self respect and would rather buy cheap counterfeit drugs than more expensive quality ones. The dealers adapt to the market demand.
I know a guy in the chemical business and he constantly complains how his products are 3-5x more concentrated than his competitors at double the price yet his customers don't realize this (even though he markets it this way). All customers need to do is dilute the chemical and they have twice as much product for the same price as his competitors but customers cannot figure this out. I'm not making a metaphor for drugs either, he sells legal chemicals (mainly cleaning supplies to hospitals, hotel chains, etc...). If regular people not on drugs in business can't figure out the dilute the chemical to get cheaper product, then there's no hope for drug users.

I'm sure that's why you see so many 50/50 premixed automotive coolants. Used to it seemed like everything was a concentrate. What's funny is the concentrated stuff you can still get is often nearly the same price for the same size bottle and all you need is distilled water to get twice as much. Same with some car detailing spray I bought years ago, there's something like 32 bottles of the stuff in there when mixed with tap water, for the cost of maybe a bottle and a half of the ready to use. Yes, I do lots with cars I've been working on since I was a teenager.
The 50/50 coolant thing I could understand. On top of distilled water being a separate purchase you have to account for, your average DIYer might think his garden hose is just as good.
Yeah it's not that concentrated so I get it. I've bought it before to top off too. I've also used my garden hose in the past, but has my vehicles got nicer my skills got better and I learned. Have to start somewhere.

For illegal drugs or wholesale chemicals bought on bulk, it doesn't make sense. The cost savings more than makes up for the added work/time yet people don't seem to notice/care.
There's a psychological factor at play. I never understood how prevalent this psychology was until I was telling a friend about a health supplement I liked but the supplement was a little expensive; however, it was the exact same price as a similar health supplements my friend had recommended to me in the past. One stark difference: the supplement he recommended came with 5x the pills in a bottle but you were supposed to take 5 a day and my supplement was just 1 pill a day. Both lasted 30 days. I felt the supplement I recommended worked way better and there was a noticeable difference whereas his not so much so I told him to try mine. He wouldn't because in his mind he was paying the same price for 1/5 the amount of pills. The number of pills seriously impacted how he perceived the supplement. To me, if you get better results with 1 pill isn't that better than worse results with 5 pills at the same price? Not how he saw it though... He saw it as he was paying 5x as much...
Were your friend's supplements smaller? I know some people would rather take smaller pills more frequently than choke down one horse pill. Maybe that was a factor but he didn't articulate it very well.
Other than that, I dunno. I'm being charitable here.
Everyone wants to do the minimal work required. Except, of course in the few cases where the minimal work is way more expensive. I worked at a company that did repairs for industrial systems, and the easiest thing to do was send it to us to repair the system and we’d ship it back. The only thing leaving their pocket was money and they got a fully functioning model back. Too many idiots would try to tear into their equipment to fix it themselves because they were scared of the repair cost only to ding up the one part that would total the machines and ended up paying double or triple for a new piece of equipment.
It reminds me of that old clip of the female reporter asking a guy what he’s gonna spend his winnings on and he replies, “probably cocaine and hookers.” 😆
