I didn't read the article, but it seems the psychiatrist is specifically opposing Capital Punishment here, not necessarily life in prison vs being deemed Unfit to Stand Trial/ Criminally Insane.
Though it's not much a leap to suggest they would also advocate for the latter, only committing him to a mental institution for an undefined term.
This alleged psychiatrist and the judge(s) that kept letting him out should all be made to share the same jail cell with him for the duration of his sentence.
