The court will give a violent black criminal a slap on the wrist in the name of restorative justice, but you better not try to avoid association with him just because he’s ineligible for proper punishment by the state.

My experience is that they get a pass on their behavior. The so called 'taunts' are nearly all black, and no one does anything about them. The behavior of blacks is way worse in Japan than in Europe, 99% of blacks I saw in Japan were total idiots. I can in truth say that I encountered only one black who behaved normally when I was in Japan. The saving grace is that there are very few of them.
The Japanese don't even consider second-generation diaspora as Japanese. That's how seriously they take national purity. An immigrant, or worse, a mutt, would have a snowball's chance in hell.
