One of the recent "political tell all" books about the Harris campaign shows how they thought they could manipulate Rogan into giving them a huge leg up, and that they consider the loss of his show (and Trump getting it) one of the biggest reasons they lost.
So the literal Powers That Be with infinite money and connections thought they could control the biggest podcast in the world for their favor and failed so spectacularly they handed the win to their opponent, almost entirely through hubris of their own power.
Also, Joe is pretty stupid. Its why he can get literally anyone on his show (they think they can talk around him easily) and people constantly let down their guard enough to admit shit in front of him. No hate on the guy, but his great strength is in being a "no thoughts, head empty" bouncing board for important people to monologue at.

I don't think this is a product of him being stupid, I think it's his business model. he doesn't really have an agenda behind his podcast, The way he makes money is by getting interesting people on his show to say whatever they want. he doesn't seem to have any filters on which kind of interesting people, just anyone who is interesting. he would have Jesus, God, and Satan on his podcast without batting an eye.
If you've seen Joe outside his podcast, its not just business model. That's just him as a person. He is a walking meathead who compensated for a long time by just being loud and aggressive, before his podcast taught him it was better to just stay quieter for success.
Its also why he doesn't try to have an agenda, he isn't actually capable of that deep of thought and planning. He destroyed Carlos Mencia for joke thefts, and then turned around and gave Amy Schumer (a confirmed rapist) every excuse under the sun why she didn't steal jokes she obviously stole. He just reacts in the moment to whatever is happening.
