They will never be able to convince these companies to give up on that level of profit. Its why they are so obsessed with localization, because it lets them at least control it from a middle level. And for every singular company they convince to bend the knee, dozens more are springing up to eat up those dollars, especially in Asia proper. China alone will triple the production if Japan loosens its stranglehold, as shown by Mihoyo alone.
Its why you should always be the most wary of those attempting to change laws on this. Because that's the only way they can actually win against the behemoth, by making it literally unable to be produced at all.
They've made it so. By it being left as the biggest "mostly untainted" bastion of escapism and media left to the world. Their plans only work if you have no other option available and therefore are forced to compromise and consume their slop, to let it slowly program and brainwash you into their narratives.
Though I shouldn't have said anime, but more "Asian Media as a whole" because the same thing applies to things like FromSoft games or Mario. Which is why they are so obsessed with trying to shoehorn themselves into controlling those in some form, such as Nintendo having to directly force Illumination to remove their bullshit from the movie multiple times.
