I wouldn't read anything into the "symbolism" of Evangelion. The entire show is just "I read my first Gnostic book and now I'm an edgy cool kid" and Anno has admitted to it.

There are a quite a few anime that subtly points out that the tribes are bad. I think even that Frieren anime makes a point when they are describing about demons.
The number 7 might be even more significant there. Nothing solid, but I suspect that the system of kings has always been propped up by a specific arrangement of 7 figures/industries/personas/something? Surely enough, the number 7 was quite possibly one of the first "holy" numbers.

I'm talking about why that number shows up all over the place in both modern media and the many historical traditions which venerated it as a holy number. Humans do potentially everything by copying things they've seen elsewhere, including how we build/structure society based upon patterns observed elsewhere.
Which is exactly why I'm pointing people back towards the real world, to help them understand how some of this stuff actually works, instead of jerking each other off every time see a number or symbol they recognize, even if they don't understand what it means.
