It's so that the next crop of officers will be more compliant to the regime, than a greater idea. Basically, planning for a time where they gotta use the military on the population. It'll be a lot easier once they start filling the ranks with fresh off the boats illegals.

That's not "illegal." It's one way to ensure the immigrant will make a decent citizen. If his service record is honorable, he gets to take the civics test and gain citizenship. It's how my Lithuanian uncle got his back in the late '50s, after being sponsored by someone in Chicago.

So the small amount of people that go through (as like the rest of the West America is massively missing recruitment targets) will essentially be mercenaries and although they THINK they'll be loyal to the regime, I'm willing to bet they'll duck and run if things get tough as no one gave them a reason to fight more than you were ordered to.
