If a woman is getting pregnant in prison, we have far bigger issues in general for that to even be physically possible. Whether its guards who need firing or trannies who need to be fired at. And if she was pregnant prior, they'd have done the checks to know.
Jails are different. You can be tossed in there with minimal checks and can end up just being pregnant before you get tossed in without anyone knowing or caring. If some hoe is popping out a baby in your cell, the issue is "why isn't anyone watching" to notice that happening and not anything to do with women specifically. And if, big if, she isn't lying about notifying him then that's on him for failing to followup.
There is no woman specific issue to be had, this is at most a single lazy cop who likely had heard the "I HAVE A MEDICAL EMERGENCY" line a dozen times before over nothing and didn't care.
