Paying over market price and near a major air force base is interesting.

That part makes me think it could be a government agency using the corp as a front. Travis AFB is the most trafficked base in the country. So having such a large tract of land around a base of ~15k and trying to build a city has to have either a defense contract or ties with the pentagon.

Certainly possible. The whole thing is just so nuts, but it makes for great conspiracy speculation. Definitely smells wrong.

Certainly a consideration, but I suspect they have a workaround for that as well. Something like 90% of actual fab work is in China and final 10% locally.

The reason there is not enough housing in America is you have to ask existing people if they want more. Stop.

Nobody is ever gonna say put in 150 condos in my backyard, but I don't have sympathy for those kind of problems. You should buy enough land for a whole city then you can keep people off it. But you can't tell them what to do with theirs. I've had this out on voat so nothing said will surprise me.

It's permit issues. And, zoning laws. It's not precisely asking permission. I would consider it jumping through hoops designed to prevent more than they allow.
