That part makes me think it could be a government agency using the corp as a front. Travis AFB is the most trafficked base in the country. So having such a large tract of land around a base of ~15k and trying to build a city has to have either a defense contract or ties with the pentagon.

Yup, that's a possibility as well however I think in that case the state reps wouldn't be so concerned and probably on the take.
