If your theory were true, the US would have blown up the pipeline in early summer or sooner to force Germany's hand and take begging to Russia off the table. That's not what happened. Projections for this week ranged from 37% to 60%, with even the "worst case" 37% scenario never falling below 10% at its nadir in April. Instead we are at 76.26%, far higher than even the "high conservation, no export" scenarios. In other words, all the mild winter did was take an already-solved problem and render it overkill.

Also, its continued functioning meant that Germany could at any time (probably secretly) come to an agreement with Russia, who would switch the gas back on. It was clearly a valuable asset and lever for Russia and a major threat to US leverage.
