Perverting the incentives of people, demoralizing them, and then convincing them to enslave themselves to the power structure is far more destructive.

Various other countries then joined in invading and/or organizing their own proxy rebel armies ("Africa's World War") to plunder the riches in the soil in both Congolese wars and the conflict still continues quietly.
