Except by all accounts the "vaccines" are only partially effective at best, and ignores how even if they were perfect they would still probably become an annual thing like the flu vaccine. That's not a cure.

It's a good idea because it makes easier to identify dissenters and write narratives on how "bad" people they are.
Of course it isn't consistent. If it were consistent they couldn't use it to arbitrarily exert power over whoever they please. Someone might find a way to follow all the rules and thus not be subject to abuse at their whim.
