There are plenty of writers like that out there. They just are not mainstream or supported by the system. It's like looking at the state of modern art and lamenting there are no artists left like the old masters. There are plenty of classical artists of enormous talent out there but the system favors shit artists that are well connected and tow the line instead.
Your process isn't actually all that difficult. One of my favorite game IPs made a language, then cultures, the whole Tolkien process. Rrha paks erra chys hymmnos mea.
But... It's not Tolkien. It's great. It's not him. If you asked Picasso to emulate the brushstrokes of Raphael, he probably could... But when creating an original work, that's not what he does. And if he were told to, you'd be able to tell that it was someone not Raphael who did it. It's not just a matter of skills, it's also a matter of personal style and taste.
Tolkien did not play aloof god and just make a world and watch it, his style was one of hyper-observation. He would spend two pages describing a cellar door. He would stop all flow of action, narration, and plot, in order to have several chapters dedicated to minor politicking.
The way he wrote, would fail as a movie or show. 100%. It just can't translate. But we still got some awesome movies out of it. But the crux of the issue on the new material will be this: Can the writers respect an Old White Man (tm)'s work and world, while building within it the aspects that made people respect and love it?
What they need isn't formal authors or woke politicians. Ironically, what they need is Fanfiction specialists. But they're not going to realize that.
Boy I wonder how recent massive fantasy epics have done when they shift from being directly adapted from the material to going off brand. On an unrelated note, remember how poorly recieved the Hobbit movieS and the last GoT season was.
Oh god the Witcher series had awful transition cues. I liked pretty much all the quality of the dialogue and characters and scenery, but it took me until halfway through the season to realize there were different timelines. I was so confused.
I can’t believe how they ruined the Witcher. I remember looking at the “villagers” in the snow and thinking, “Wtf are there random black people sprinkled everywhere? Aren’t these supposed to be one people?”
One black knight, a black elf, a black dwarf… it completely took me out of the show and made me laugh. And when they introduced Triss, Fringilla, and Yennefer, I was done lol.
It’s a shame it wasn’t made before this woke garbage. At least LOTR has the films.

For reference, the entire LOTR trilogy cost $281 million and made $3 billion at the box office. I can't imagine what the total is with merchandising and DVD sales, which are no longer things.
Time for my regular rant about how shit this series is going to be. It's gotten to the point I'm almost excited to see just how awful they're going to treat it. Really the only positive hope I have for this series is that it's so bad it helps a larger amount of people than usual realize how utter trash the current woke media trends are. I think something people have been missing from concentrating on how there will obviously be unnecessary insertions of gays and "diverse" character, is the odds of this also just having terrible writing. Looking at recent new shows should give you an idea of how bad it's going to be, and attempting to be a part of the LOTR series will just make it stand out as even worse. It doesn't help that "continuity" seems to have become a dirty word in writers rooms recently. I fully believe the only consideration they gave the canon was to look for opportunities to insert their desired representation and messages.
My current checklist of predicted tropes is
-stereotypical lispy homosexual
-strong warrior woman that publically humiliates at least one man in a contest of strength
-female character denies her planned life to go be an adventurer or something instead
-multiple interracial relationships (I will actually be surprised if they have two human characters of the same race hook up)
-at least one interspecies couple to have drama about
-at least one completely unnecessary sex scene with nudity (because we mature now)
-the new characters do a better job trying to defeat Sauron than the Fellowship only to be betrayed (by a white guy of course) or
-the new characters set up a series of events that directly led to the formation of the Fellowship, retroactively making the new characters ultimately responsible for defeating Sauron.
I'm leaning hard on something retroactively making the new characters directly responsible for defeating Sauron, it's just so obvious for them to want to do.

It was already done in the movies with "I am no man!" vs the Witch King even though it was meant to be more than just "not a man" since Merry was a Hobbit and not 'of Man[kind]' however such subtleties are lost on general audiences unfortunately. They didn't even explain why the sword Perrin used was special or include Tom Bombadil giving them the swords in the first place. Instead it was a set of random blades given to them by Aragon when they were at Weathertop.
