I can't tell if you're being sarcastic or not. In the early United States it was extremely easy. Small businesses really didn't need much of anything to start operating. If you have some land, you can do something with it, you can sell it in the market, and you can make a little profit.
Larger industrial efforts did expand in the cities as American technology and knowledge improved. Again, few major restrictions allowed both small, and medium businesses to thrive through trade.
