Printers have been doing this for almost 40 years, and I remember software in the 90s from Digimarc that would add "noise" to images that could identify them for copyright tracking purposes.

There's also 20 years' worth of research into cryptographic signing of images at the camera and sensor level, which would uniquely identify the camera that took a given picture.

These technologies are a lot older than most people realize.

The CAI is building a system to provide provenance and history for digital media, giving creators a tool to claim authorship and empowering consumers to evaluate whether what they are seeing is trustworthy.

This system will change very little as far as people trusting or not trusting media and they know it.

I’m guessing one of the major uses of a uch fingerprinting will be to discover and silence whistleblowers.

Is about controlling new players. It is a way to complete the indoctrination of the younger generation. Gen z still has a bit of fight in it but what ever comes after that is going to be the zombie generation.
