Orcs are humanized in that game, we see there are bad orcs and good orcs, some want peace, some want war and power, etc. this is different from the traditional DnD and LotR style orcs which are just evil, warmongering savages. Fantasy is not supposed to be an analogy to the real world, and so is having an entire race of brutal savages is perfectly fine, just like having one of perfectly good angels.
