You wait for your contract to be up. So if you enlisted for four years, you serve four years, even if after two you hate yourself and the military, you do your time.

A lot of single motherhood in the US is caused by the way we do welfare. If we didn't punish them for having a father living with them and contributing then we wouldn't be where we are with it. It was designed that way to keep people on the doll, or seems to be from the results of it. If you wanted to reduce it, cut out benefits on a 2 for 1 scheme. For every 2 dollars you earn, you lose 1 dollar in benefits, so instead of discouraging work with it, you encourage working.

No, it isn't surprising that they are doing this though. I'm just surprised that they waited so long, I guess it was to do with the recent actions against Tencent and such. Actions that should have come sooner.
