I'm actually surprised that people here are shocked by this. This is a muslim thing, and Mamdani is a known muslim. What's actually unusual here is that he has his own plate and isn't just grabbing food from a shared plate.
I knew a muslim immigrant once that I ate dinner with a few times. He would prepare rice with chickpeas and goat, and then put some scoops of yogurt on top. It was served on a giant silver plate at the center of the table (although it's actually more traditional for food to be served on the floor while everyone sits on pillows). Before starting the meal, he would tell everyone to join hands and say Bismillah. He then instructed us all to grab the rice and goat with our right hand only and then roll up the rice into a little ball in our hand before tossing it into our mouths. We all grabbed the food from the same shared plate while eating.
The left hand is considered dirty in Islam and therefore, according to them, should never be used for eating. The left hand is instead used for dirty tasks like wiping in the bathroom. Rolling the rice into a ball with only one hand was a bit mechanically awkward, and needless to say it felt gross having everyone stick their hand into the same plate of food. I wished I could have used a spoon or fork instead, but I was trying to be polite.

It takes lots of water to make toilet paper (wood pulp + water) or before that to wash a cloth. Much less water to wash a hand because skin is designed to shed off filth. Even less water to just keep one hand clean.

It's weird that they acknowledge that dirtiness is a thing by not using their left hand but don't use cutlery. A knife and fork isn't a complicated piece of technology.
Asians invented eating with sticks, and even monkeys can use tools to eat. What's their excuse? Are sticks too expensive? Can they not find enough clay to make a couple extra bowls or plates?
