They don't mean using your left hand to wipe with toilet paper, either. You use your bare hand to wipe and scrape the shit off your ass, with a little basin nearby to rinse the shit off before wiping a second time.

It takes lots of water to make toilet paper (wood pulp + water) or before that to wash a cloth. Much less water to wash a hand because skin is designed to shed off filth. Even less water to just keep one hand clean.
