Presumably it's an adaptation to lack of fresh water in the Arab region.
It takes lots of water to make toilet paper (wood pulp + water) or before that to wash a cloth. Much less water to wash a hand because skin is designed to shed off filth. Even less water to just keep one hand clean.
The really disgusting part is they're still doing it.
