I've always wondered what role the 5EYES and other nations played in Russia Collusion and wider work against Trump.
Its a lot easier to use foreign agencies to do dirty work that would be illegal for the US agencies.
New Zealand actually got excluded from a lot of the "5 eyes" sharing after they refused to let US nuclear ships dock at NZ ports. So ACGU has even more sharing going on (Australia, Canada, Great Britain, US).
US has major listening stations in Australia. We can listen in on Aussies, but the main targets are China and other pacific powers. But, while we're there, if we happen to catch any Aussie comms that the Australian government wanted to know about...well, what good luck for all involved.
Likewise, when the US needs spying down within the US and are not legally supposed to, we can ask the Brits or Canada or Aussies if they've picked up anything. And they all reciprocate.
