No magazine in the rifle, but that is not that unusual in a training environment. Her hair is coming loose out of her bun, which is why female grooming standards should be the same as the male ones.
Look at the end of the barrel it's got a dummy screw on it. You don't put a mag in when you have those.
[Edit: I didn't look closely enough, that's a blank adapter. OP is right she should have a mag in.

I only recognized them because I have a couple pairs I bought from lowes. Never would have thought they made military gear too.
Are US military grooming standards also lower for women?

Women grooming standards is a touchy subject. Most men in the US military are terrified of enforcing it because it almost always draws complaints. In general, women have to have their hair up in a bun if it is long enough to go past the collar if it is down. If not in a bun, it can't be longer than the bottom of the collar in the back.
IME, women are always fussing with it when doing anything that involves physical labor, so I believe they should just have the same standard as men do.
Boxer braids were good enough for the Spartans. They are good enough for try-hard chicks with guns.
And, like the Spartan, they can do each other's hair.
