A single shot nuclear weapon is purely defensive. Even then you can only use it against a nation that has very few nukes. Given their limited facilities and no bombers it would be local.

I heard a nugget somewhere that the reason Iran enriches uranium is because it's re enriching spent rods and cutting down on nuclear waste. The US method is to enrich to 50% and declare it nuclear waste and store it. Iran re uses it up to 90%, which is below the 95% or so threshold.
