A lot of colonies regret being de colonized. They were ruled far more effectively by Europeans.
Most of Africa is definitely the latter. Although I'm not sure how many of them are smart enough to regret it.

1997 is when they were given back to china. they were supposed to be given 40 years of autonomy and self govern and then slowly get china would take over afterwards. but it seems they are at least 10-15 years too early since china's been getting their fingers in the city state for years.
