I don't remember which part of the Blob it was, but one of the federal investigations into Elon was his cutting Starlink off for a specific part of Ukraine.
He shut them off because the deal was only for Starlink to be available to Ukrainian citizens, and Ukraine was using it to control suicide drones. On paper, if he hadn't cut them off immediately (and perhaps not even then), that would make Elon guilty of some big boy international war crimes. It's the sort of trouble that inspires your helicopter to deconstruct itself in midair and the whole thing ruled an accident.
Ukrainians threw a fit about it when it happened. We can't even give them free Youtube and internet porn without them breaking our agreement and trying to use it in an offensive capacity, so why the fuck would we give them missiles?

A lesson as old as Thucydides is that there is no defensive weapon that is not effectively also offensive. If you have a long wall connecting your city to your harbor, that means that you need not fear attack and will feel free to become an absolute nuisance. Also you need fewer soldiers to defend yourself, so this frees up soldiers for operations elsewhere.
'Ukraine' can defend 'Ukrainian' cities (many of which were founded by Russians) by stopping its warmongering.
