I don't see any real external barriers to carrying out this plan since I'm pretty sure Trump will make the Arab nations fold and agree to carve out territories for Palestinians. But the biggest barrier is what the Palestinians themselves will do in reaction. If they say no, we're going to start an insurgency, I don't see how this can happen.
Also, we absolutely CANNOT lose any EOD to cleaning up Israeli bombs.
