The police have NO obligation of care to your property when conducting a search warrant, especially if they can vouch for ANY officer safety reason. If they entirely level the property to the foundation during the official performance of their duty, the police have ZERO responsibility to compensate the property owner for total loss, let alone any damage. I can't stress this enough: this includes destroying the wrong house so long as the police can be said to have acted reasonably in their mistake. Don't forget, most insurance polices don't cover police action!
You can thank SCOTUS for constantly refusing to understand that the "takings" clause of the constitution doesn't just include the government seizing property, but fully destroying it. For decades, SCOTUS has been just like: "They didn't take anything! They just burned your house down! The constitution is totes silent on that, broski. The government taking something from you and using it is NOTHING LIKE, the government taking something from you and actively destroying it in front of you."
That being said, the idea that the FBI would be engaging in any act of restoration by themselves is admission of criminal conduct. They are explicitly destroying evidence because they would never; under any circumstance; repair, restore, or clean anything, let alone compensate anyone, for any action they have ever taken without a federal lawsuit. And just to be clear, they'd still win the lawsuit because of how the courts are reading the law.
