The "American School" in England encountered the exact same situation. It almost failed an Ofcom inspection, despite being one of the most expensive and prestigious schools in the country.

I'd bet my left nut they juked the stats to be able to show this paltry "improvement", so they could claim to have achieved at least one of their objectives.

They count suspended and absent students in this metric so they probably just stopped suspending students.
